FRAMEWORK CONSTITUTION
Article I. Name
The name of this
organization shall be the Pan American Round Table of _____________________________
.
Article II.
Object
The object, being
non-political, non-sectarian, non-federated and non- profit sharing, is to
provide mutual knowledge, understanding and friendship among the women of
the Western Hemisphere and to foster movements leading to a higher civilization,
especially those affecting the women and children of these countries.
Article III. Insignia
- The insignia shall consist
of a circle, symbolizing the unit and common destiny of the Americas, on which
is inscribed the name of the organization; within the circle shall be depicted
a device characteristic of the locality, as a distinguishing feature; for
example, the Lone Star for Texas, the Aztec Calendar for Mexico, etc., and
below the circle shall be emblazoned the flags of all the American Republics.
- The insignia when reproduced
in color shall be restricted to the use of gold for the circle and royal blue
for the lettering with the flags in true colors.
Affiliation with organizations
of Pan American Round Tables, National or International, is authorized provided
local autonomy is reserved. Tables may co-sponsor educational and cultural
activities which are in accordance with Article II. Object of the Framework
Constitution. A Table, as an organization, my not become a member of another
organization other than the Pan American Round Tables of Texas and the Alliance
of Pan American Round Tables.
- The membership may
consist of active, associate, non-resident and honorary members.
- a) Each of the American Republics
and Canada may be represented by a member or members, following the pattern
of the Secretariat of the Organization of American States;
b) Active members must be active or forfeit their membership.
- The active membership may not
exceed 150.
- Non-resident members shall
consist of:
a)Members, who on change of residence and payment of annual dues, wish to
retain their membership;
b) Members from adjacent communities, the number being limited to five from
each community. These members have the same status as associate members.
- Vacancies in the active membership
may be filled from the associate membership.
- The title of honorary membership
may be conferred upon a man or woman for distinguished service to the Round
Table, and upon accredited representatives of the American countries during
the residence in the locality.
- Any member of this Table, who
at the discretion of the Executive Committee no longer qualifies, may be
dropped from membership by a two-thirds vote of the members of said executive
committee.
- Only active members have the
privilege of voting and serving as officers or chairman of standing committees.

The officers
of the Pan American Round Table of____________________ may be a Director,
and Associate Director, a Recording Secretary, a Corresponding Secretary,
a Treasurer, a Custodian, a Historian, and a Parliamentarian.

Officers shall
be elected for one year, but may be re-elected only once consecutively,
to the same office.

Election of officers
shall be by secret ballot.
Article VII.
Amendments
This constitution
my be amended at any regular meeting by a two-thirds vote of the voting members,
provided due notice of the amendment has been given at a previous regular
meeting.
BY-LAWS
Article I. Duties
of Officers
The duties of the officers
shall be as stated in Robert's Rules of Order.
Article II. Dues
The annual dues of___________________shall
be payable at the meeting in ____________________(month).
Article III.
Committees
- The standing committees
shall be as follows: Executive, ___________ ___________________________________________________,
etc.
- The Executive Committee shall
be composed of the elected officers and chairmen of standing committees.
Article IV. Amendments
These by -laws may
be amended at any regular meeting by a two-thirds vote of the voting members
provided due notice of the amendment has been given at a previous regular meeting.
Article V.
"Robert's Rules of
Order" shall govern the Tables in all cases not covered by the constitution
and by-laws, providing it does not conflict with the laws of their country.
It is obligatory to
include in the constitution of the new Table those paragraphs or articles of
this constitution which are underscored. The other articles in the framework
constitution are included merely for guidance in drawing up a new constitution,
as local conditions differ.
